Summary

  • bump the constitution to v2.2.0 with the new ACTSURF-001 action-surface discipline rules
  • expand the existing UI governance so record/detail/edit headers, monitoring/workbench surfaces, and grouped actions follow explicit hierarchy rules
  • sync the Spec Kit plan/spec/tasks templates and the product standards index with the updated constitution gates

Validation

  • verified the edited files have no VS Code problems
  • no runtime tests were run because this PR only changes governance/templates/docs
