Summary

  • add the decision-first operating constitution foundation and update the Spec Kit templates to enforce it
  • extend the product roadmap with staged decision-based operating foundations and a later human-in-the-loop autonomous governance lane
  • add matching spec candidates for constitution hardening, workflow-first surface classification, and a governance inbox / autonomous governance track
