Spec 459 adds machine-readable active-spec, role-handoff, implementation-report, and finalization-receipt contracts; changed-diff scope, safety, symlink, and Unicode/mojibake gates; a deterministic validation registry and router; canonical PostgreSQL test discovery and lane selection; and receipt-bound integration with the Spec 458 safe local commit helper.

There is no runtime application, rendered UI, database migration, deployment, provider, queue, asset, or customer-output impact.

Validation evidence:

  • Candidate, completion, and foundation: PASS.
  • Fast Feedback: PASS.
  • Final independent review: NO_CONFIRMED_FINDINGS.
  • Confidence, Heavy Governance, Profiling, PostgreSQL, and Composer Audit lane executions remain FAIL, with attributed unchanged platform-dev baseline evidence as documented in specs/459-mechanical-agent-quality-gates-validation-routing/implementation-report.md.
