• current product and migration state preserved
• Main Agent becomes sole writer
• no automatic explorer/implementer/finalizer agents
• validator is CRITICAL-only
• one final independent reviewer
• FAST/NORMAL no longer require handoff/receipt/completion chains
• risk routing remains fail-closed
• safe commit retains HEAD/path/diff/index protections
• historical/CRITICAL compatibility retained
• no Spec-463/464/468/467 mutation
• no GitHub mutation
