  • active FAST/NORMAL control plane no longer requires role chains;
  • no Handoff/Completion/Receipt default;
  • validator CRITICAL-only;
  • one final reviewer;
  • risk routing remains fail-closed;
  • lean spec templates and readiness validation;
  • lean safe-commit call sites;
  • legacy control plane is retired; remaining files are unsupported dead code pending Spec 472/473;
  • no Receipt/Handoff/Correction deletion yet;
  • no Fast-Feedback Profile cleanup yet;
  • no Spec-463/464/467/468 mutation;
  • no GitHub mutation.
