ahmido be314c577f Spec 400: rebuild Tenantial homepage visuals (#387)
## Summary
- rebuild the public Tenantial homepage around an evidence-first Microsoft tenant governance narrative
- replace the old hero visual with a new static dashboard preview and add dedicated Trust Bar and Feature Pillars sections
- update the shared public shell, navigation, footer, dark design tokens, assets, and homepage content to match the new brand direction
- align website smoke coverage and Spec 400 artifacts with the rebuilt homepage

## Testing
- not run in this pass
- updated website smoke specs under apps/website/tests/smoke

## Note
- `website-dev` was pushed to `origin` so the requested PR base exists remotely
- the remote `website-dev` branch is an ancestor of `origin/dev`, so this PR may also show upstream `dev` history relative to that base

Specification Quality Checklist: Dead Transitional Residue Cleanup

Purpose: Validate specification completeness and quality before proceeding to planning
Created: 2026-04-23
Feature: spec.md

Content Quality

  • No implementation details (languages, frameworks, APIs)
  • Focused on user value and business needs
  • Written for non-technical stakeholders
  • All mandatory sections completed

Requirement Completeness

  • No [NEEDS CLARIFICATION] markers remain
  • Requirements are testable and unambiguous
  • Success criteria are measurable
  • Success criteria are technology-agnostic (no implementation details)
  • All acceptance scenarios are defined
  • Edge cases are identified
  • Scope is clearly bounded
  • Dependencies and assumptions identified

Feature Readiness

  • All functional requirements have clear acceptance criteria
  • User scenarios cover primary flows
  • Feature meets measurable outcomes defined in Success Criteria
  • No implementation details leak into specification

Notes

  • Validated against the current cleanup sequencing in docs/product/spec-candidates.md and the active near-term roadmap focus in docs/product/roadmap.md on 2026-04-23.
  • Scope stays intentionally narrow: remove dead residue first, defer schema removal and adjacent cleanup strands to follow-up specs.
