ahmido af5fa30341 410: add public docs information architecture (#412)
Implements website feature branch `410-public-docs-ia`.

Target branch: `website-dev`.

Validation:
- `corepack pnpm --filter @tenantatlas/website build`
- Playwright smoke coverage for public routes and docs interactions
- Static claim scans for `apps/website/src`, `apps/website/public`, and `apps/website/dist`

Follow-up integration path after merge:

`website-dev` -> `dev`.

Purpose: Validate specification completeness and quality before proceeding to planning
Created: 2026-05-31
Feature: spec.md

Content Quality

  • No implementation details (languages, frameworks, APIs)
  • Focused on user value and business needs
  • Written for non-technical stakeholders
  • All mandatory sections completed

Requirement Completeness

  • No [NEEDS CLARIFICATION] markers remain
  • Requirements are testable and unambiguous
  • Success criteria are measurable
  • Success criteria are technology-agnostic (no implementation details)
  • All acceptance scenarios are defined
  • Edge cases are identified
  • Scope is clearly bounded
  • Dependencies and assumptions identified

Feature Readiness

  • All functional requirements have clear acceptance criteria
  • User scenarios cover primary flows
  • Feature meets measurable outcomes defined in Success Criteria
  • No implementation details leak into specification

Notes

  • Validation passed on the first review iteration.
  • The spec keeps implementation verification expectations at the level of repository-truth obligations and validation outcomes, not framework-specific build instructions.
  • Implementation close-out completed with fresh website build output, focused and full website smoke validation, source/dist forbidden-claim scans, and confirmation that apps/platform/** remained untouched.
