ahmido 68be99e27b docs: amend constitution for action surface discipline (#225) 
## Summary
- bump the constitution to v2.2.0 with the new `ACTSURF-001` action-surface discipline rules
- expand the existing UI governance so record/detail/edit headers, monitoring/workbench surfaces, and grouped actions follow explicit hierarchy rules
- sync the Spec Kit plan/spec/tasks templates and the product standards index with the updated constitution gates

## Validation
- verified the edited files have no VS Code problems
- no runtime tests were run because this PR only changes governance/templates/docs

This folder contains SpecKit tooling (templates, scripts, constitution, etc.).

Important

  • Do not create new feature specs in .specify/spec.md, .specify/plan.md, .specify/tasks.md.
  • Active feature specs live under specs/<NNN>-<slug>/:
    • spec.md
    • plan.md
    • tasks.md
    • checklists/requirements.md

The files .specify/spec.md, .specify/plan.md, .specify/tasks.md may exist as legacy references only.
