ahmido efd4f31ba3 docs: add decision-first operating foundations (#228) 
## Summary
- add the decision-first operating constitution foundation and update the Spec Kit templates to enforce it
- extend the product roadmap with staged decision-based operating foundations and a later human-in-the-loop autonomous governance lane
- add matching spec candidates for constitution hardening, workflow-first surface classification, and a governance inbox / autonomous governance track

- not run (documentation and template changes only)

.specify/ (Tooling)

This folder contains SpecKit tooling (templates, scripts, constitution, etc.).

Important

  • Do not create new feature specs in .specify/spec.md, .specify/plan.md, .specify/tasks.md.
  • Active feature specs live under specs/<NNN>-<slug>/:
    • spec.md
    • plan.md
    • tasks.md
    • checklists/requirements.md

The files .specify/spec.md, .specify/plan.md, .specify/tasks.md may exist as legacy references only.
